Sounds like a butt kisser to me. Generally, those types are short on results and long on glad handing. Iraq is an artificial country. It is actually defined by ethnic and religious differences. Until there is a political resolution to these problems, the civil war will continue. Look at Anbar province. Things got better when the tribal leaders decided to cool it. It had nothing to do the our troops.
