Unfortunately this is all too common. Remember back in the 80's when Rockford's Sundstrand Corportation got caught padding its military contracts with expenses like the cost of executives putting their dogs in kennels when they traveled? It amounted to millions of dollars but the company just got a slap on the wrist. Remember the audit of military expenditures that showed them spending $500 for a toilet seat? When it comes to waste and excessive spending, the defense department is king. But it's another one of those sacred cows. If a politician wants to cut defense spending or make it more efficient, it's a sign of weakness. The same people who criticize every other government department for wasteful spending, won't say anything about the military.
I remember the Sundstrand case quite clearly. There's a passage about it in "Rockford --Big Town/Little City" (which, you may recall, was written by one of the jerks at the Register Star.=).
